The Justice Department says Horowitz raised at least 650-million dollars with bogus claims that investors’ money would acquire licensing rights to movies that HBO and Netflix would distribute abroad. Horowitz, whose stage name is Zach Avery, acted in about a dozen mostly low-budget movies.
